Short answer: eat less, exercise more.
You need to do more general exercise than just situps and pushups. Try walking, biking, jogging, running, swimming, etc. In 4 months you should be able to make significant progress. The real challenge is to adjust your eating and activity habits to overcome the issue permanently. As for the other problem, the medical term is gynecomastia and about 10% of men have it to some extent. Causes are sometimes genetic but can be other factors, including marijuana usage - a lot of the hippies from the 60s wound up with that problem. (Marijuana doesn't make them bigger for females, though.) Google the term and you'll find a lot of relevant info.

Yes, it will help you, and the more you make it burn (the exercises). . the more they will help you, burn fat, and harden and build your muscles.
Also, don't cheat on the push-ups. Start lying facedown on the floor flat, and keep your body straight-as-a-board as you push up all the way til your arms are straight. Think of yourself as "becomming" a board. Don't do high-school cheater pushups, do Green Bay Packer pushups. Start out small, maybe you can only do a couple at the beginning, maybe not even one, but as you work on it, you will be able to do more and more, working up to more each day than the day before.
. . same with situps. .

Not necessarily. I did that and it made my stomach tighter, but my man boobs got swollen and pointier! My friend's sister who is a nutritionist and health freak said that desire fat lost has to be uniformed from around the body-meaning everywhere. The best for this is cardiovascular, mainly jogging. So, if you jog enough to maintain a good heart rate for 30minutes, everyday, while doing push ups and sit-ups, you will get the desired results.

focus on running. You probably will have 6 pack abs if you do a lot of sit ups, but that six pack will still be under a lot of fat. It's not getting a six pack thats hard, it's getting it to show.
Long story short, run 3-4 times a week, work your way up to 5 times a week.

It will harden the muscles, but you will still have the fat covering the muscles (6pack.) You need to burn calories to lose the fat, but once the fat is gone the hard, toned muscles will show. You won't start burning calories for the first twenty minutes of excercising.
