In real life they give make eyes cool and shinning
they help in removing dark circles.
In movies:
They show it because they wana give impresssion of
Relaxation ( person is relaxing )
or Actresses getting ready some show performance.

I think it reduces swelling. Perhaps they choose cucumbers because they don't smell as strong as some other options, and I would assume that they are also cold which would reduce swelling. Maybe there is something in cucumbers chemically that reduces swelling, but I don't know.
