first i would go to the city hall and remember it might not be just 1 owner it could be a corporation which means there are multiple owners in the company so the city halls has all business records and licenses with contact information as it should be public record

Try Real Estate records office, normally located in any local City Hall or courtroom building.

You should be able to find out from the court house. It is public information so just go down there and ask them which office it is that you need to find out who owns a house.

The county recorder will have the owner and the address where the tax bills are sent.
