It is not the vehicle manufacturers responsibility to put a license plate on a vehicle. It is yours. Do you mean that the vehicle did not come with the bracket? If so you will have to fashion one. It may be there and you're just not seeing it. Some of the older brackets may actually be hanging under the bumper, some may be off to the side rather than in the center of the front bumper. Either way if the law says you must have one, they mean it. They don't care if the manufacturer didn't provide a bracket. Sorry.

I recently bought a brand new Camry. It didn't have any holes
for attaching a front license plate. I had to drill them myself
(into a new car bumper). So really there is no excuse, imo.
Pay your ticket and move on with your life. Front tags are
the law. There's no way around paying the ticket, imo.
How much are you expected to pay? The best hope
is to request a hearing and plead your case. But check out
to make sure there are no additional penalties if you lose
your case. Otherwise, plead you case, and ask for a reduction of the fine. That sounds like a possibility.

Just pay the ticket.

Or if you have a good attorney, submit photos of the actual vehicle and all shots of the manufactures bumper...

I have heard of the fine being dismissed. But it often is not worth the time.

Common, the Colorado dept of rev needs some funds.

I would think so. It was that way in California, too. Ticked me off because on my car, not only was there not originally a place for the plate, there really was nowhere to put it period. I loved that car, but man was it a headache. It was only a $10 fix-it ticket, but I had to go to the courthouse clerk to pay and it was a real pain. No wonder I have such a low opinion of most cops.

the manufacturers all make front license brackets for the states that have front plates - theres about 10 of em. New cars bought in those states should already have them on.

When I lived in Ohio, you ad to have a front plate. If your car was not made to fit a front plate, you had to think of same way to put it on or else they would give you a ticket! My brother is a cop in Ohio, he said that you better drill holes in your bumper & put on your front plate!
