How can I take my 175 KB photo and shrink it down to a 25 KB photo without shrinking it?

That depends on the image format (jpg/gif/tiff etc.) and Resolution.

JPG files are usually small in size when compared to other formats. Use photoshop like tool to "resize" the image.

U can by reducing its quality.. If u use photpshop to reduce the size, the pic confirm will shrink in size also.
If your pic is a .bmp file, u can use "Paint" to save it as .JPEG file, trust me .JPEG pic file is much more smaller and the pic size is still same as well as the quality. This what i usually do lo

save it as low quality JPEG

you could lower its dpi resolution.
