Actually, yes it is. Contact your local police department or ASPCA branch. They can check it out and even bring them up on animal cruelty charges. They'll also take the animals in and get them veterinary help.
As far as the dead goat is concerned, call the cops. Having a large dead animal is a disease hazard..and very illegal.

If what you say is true, you should call the animal control department, you can find the number in your phone book, maybe under county government. That's the same place you would call if you found a dog running loose.
They have people who will come and take the animals someplace where a vet can look them over and maybe someone will want to adopt them.

YES IT IS AGAINST THE LAW!! Call the police, or better yet, the animal police, IMMEDIATELY! Take some pictures as well, so that the owners can't go and hide the body or dispose of it and say you are a liar.

You should call animal control, the humane society or the aspca. Someone at those location should be able to direct you to the proper authorities. In the mean time, you should check out this website for rabbits to get them the proper food. http://www.rabbit.org

call the police, dog pound . . . just do different things to get someone out there . . . but . . . . . . the owners can get arrested and go to the bars if got caught in the act of cruelty to animals!

it is against the law and if you "get rid of the goat" your in trouble too!!! call animal control, or spca, or police.!! asap. it is horrible dont do anything yourself except call for help!!. good for you.DO IT NOW EVEN IF ITS LATE. SAVE THE FEMALE GOAT!!

It's unlawful to treat animals that way,contact your local animal shelter if they can't help they can tell you who will.
Also try watching Animal Planet sometime they deal with scumbags like this all the time.
