Switzerland: A democracy since hundreds of years, divided into 26 cantons with great power and significant differences between. Even the villages (approx. 3000) have own rights and competences - and in every village and canton the taxes for private persons lead to very different amounts. There are four official languages plus English is broadly understood.

By the way: Switzerland is one of the few countries with a direct democracy - meaning, that there are regular votes about different laws and subjects which are not definitely decided by the parliament, but by the citizens.
