Is it just because Berlin is the Capital of Germany and they felt they had ownership. And if it is becuase of the threat of war, wouldn't the destruction already faced in WWII counter that? I don't know...

I know Berlin itself was divided but why would they give Germany the quarter with Berlin, the strongest city to a non-democratic nation.

In a nutshell...it was done to assure a unified Germany in the future, despite the plans of the U.S.S.R.
FYI - the world watched when the wall fell and Germany was ,indeed, unified just as Esienhower said it would be and Reagan caused it to be.

The quartering of Berlin was agreed upon by the U.S., Great Britian, France, and U.S.S.R. All four would keep the Germans from rebuilding a powerfull nation that could cause another world war.
