Are you talking about banner for your website? There are some free banner generators available online.
However, if you want to use the banner to promote your business instead of personal blog, I would recommend getting a professional help to create your banner. An effective banner should help give a good image for your business.

There are progarms like Microsoft Publisher that have templates for banners, so you could try that. Just know that taped pieces of printer paper don't look so great.
