There is actually a surgery that can be preformed. I assume that you are of normal height (5'5"-5'9")? If you look for surgeries that "little people" have had, you'll find that there is a quite painful sugery that elongates the shin & femur bones. It is very invasive and will leave scares. It also may not work if you're past a certain age, because then you will no longer have growth spurts.
My advice? Be happy at being short. I'm 5'1", I used to be 5'2" 1/4. I'm 24 and shrinking already. Remember the Charlotte Hornets? Mugsy Bogues was only 5'2"-he was one of the best damn ball players around. Perhaps picking a different position will help you out in the long run?

Depending on your age, you will probably continue to grow. They say we can grow up until age 25. Take vitamins, eat proper diet and get lots of exercise and fresh air. Other than that, you may have to accept that your genes are not in the right area for height. If your mom and aunts, grandmothers are shorter ladies, you may get a little taller but probably not much.

Height isn't everything in basketball. Just ask Muggsy Bogues and Spud Webb - both a tad under 5'2, both played regularly in the NBA.

Why don't you learn how to shoot from the outside, and become a master at the Point Guard Position? Not everyone can be the Center or power forward

Not that i know of, but you can learn to jump higher and that might help.
