hmmm- knowledge of what that field is

In intellectual fields, it may take advanced degrees and a display of knowledge through papers lectures and books. However, in other areas, it seems to be less clear. What talents do talk show hosts have other than their personalities? We even have a Senator in Congress who not only killed a girl, but is now crowing about the immorality and bigotry of others! Andy Warhol painted a soup can and became an expert! We listen to movie stars as if they were somehow knowledgeable about what they spout!
One thing is clear however: in all cases, these people have convinced others that they are experts. Sometimes these methods are accomplished through work and study, and others achieve expertise through sophistry and illusion. The sad part is that these people who masquerade as experts are probably eclipsing others who might very well be able to aid in a field of human endeavor.

If someone has a question in the field, the expert is the person who gets quoted.

Deep and extensive study.

Circa 1975, Alvin Toffler wrote that to be the world's leading authority on a subject, you need to spend a minimum of eight hours a day, every day, for four years, studying the papers in the field, that have been released within the last week. Then you get to spend four hours a day, keeping up with the new papers, whilst you write your papers, and make yourself known in the field.

Wouldn't it make sense that someone with a degree in a particular field would be considered an expert..........Whatever...

I don`t think that booksmarts alone gets it,I think experience is more important than anything .
