If the & is part of a name (e.g. Johnson & Johnson) you can use the & in the letter. But to simply use the & instead of typing out "and" in the body of the letter is bad form.

No. You should write in the word form 'and'. Avoid using symbols like '@' in formal letters.

i would not recommend it, you want to spell that out, to look more professional unless its a name of a company and that is the way they put it
