If I buy a cell phone from like EBAY, do I have to worry about if its registered to someone else?

First, ask if its locked or unlocked (service provider term) . Next ask if there's a SIM card. Check with your provider on they're restrictions.
PS- Noone one's going to sell you a phone if they think they are going to be charged, so it's unlikely they will sell you one that is.

If you buy ANYTHING on eBay, you have to worry about where it came from!
