I dont see the logic of penalty kicks. Save the losing team and fans from being heart-broken after having reached thus far. Either champions can alternately hold the trophy for 2 years.

You can't be a champion if you didn't beat everyone else.
Why not skip the whole competition thing and have a 31 way tie...? Same logic.

there could only be a winner, no such thing as joint-champions. in early years, the joint-champions might be accepted in some cases but today all major tournament will only produced one & only winner. so if the match ended in a draw after 120 minutes, then the lottery of penalties will decide the winner.
