If the IRS had the authority and the power, do you think they could get our U.S. Congress and other branches to either spending our tax money right or give it back?

It would be nice if fiscally responsible people held the purse strings, but instead government repeatedly spends much more than it has in tax.

Their purpose is to collect taxes - not determine how tax money is spent. That is the job of Congress and they aren't doing to well with this assignment.
