No. as you grow older learning new things really does become harder. It is quite possible for some adults to be unable to learn a new language , no matter how hard they worked at it.
I know this because I am one of them. I spent eight years in a foriegn country and never could learn more than about 100 words
or speak in a complete sentence. I had to walk around with a dictionary., until the invention of the electronic pocket translator.

I do believe though Their school age children should be required to learn english so that they can be taught in english.

English is the global language of business, science, and politics. At least a billion people all over the world are learning English so they can do global business, among other things. If you want to get anywhere, you must know English. In China, for example, at least 300 million people, more than the population of the US, know or are studying English...Immigrants to the US cannot work in any high-level situation, and will do poorly in low-level situations if they do not know any English. English should be a requirement for all immigrants, legal and illegal.

Immigrants that come to this country DO make the effort to learn English because it will help them to get better jobs and help them whereever they move to. I have even noticed that some immigrants are even enlisting in the military first as they become citizens to serve their new country.

I think it should be a friggin requirement for people who live here regardless of whether or not they are immigrants. We should vote off the continent people who can't write well, or at least not let them breed.

Absolutely not. This country is a melting pot, period.

Now, it may very much benefit the immigrant and he or she will probably have a much easier time, however, I do not think that the person should be forced to.
