It's my understanding that they direct the missle to fly a path that takes it high above the earth to an equivalent distance to that which they are testing to see if it can go that far, and have it return on a path that will usually have it land in the ocean or a designated "dead zone" within Korea. Also, I am pretty sure that when they test these sort of missles they are usually NOT armed with their normal explosives. What the Koreans are supposedly testing is the RANGE of the missle nothing more, but the US govt is not taking any chances.

They are likely going to land in the Pacific Ocean a few hundred miles of of the shores of North Korea. The second part of your question is quite intriguing and may even elude some Pentagon officials and the White House. I suspect that there will always be counties head by dictators who are either Fascist or Communist. Kim Jong iL is of that ilk and has decided to be a renegade by testing the missiles. He obviously has a vendetta against somebody, either China, Japan, S. Korea or the U.S. It may just be the U.S. since they tested the missiles on July 4th, not exactly a coincidence. On a practical side, North Korea is testing them in the hopes of attaching a nuclear warhead on their missile and bombing a U.S city. If he can get the missile to California, there would be many targets to choose from. Let's hope we can stop it.

North Korea makes money by building missiles and rockets and selling them. To test its rockets, it must test fire them. This is over water. The problem is that if a test fails, instead of landing in the water, the missile could land on land (e.g., Japan), which wouldn't necessarily do a lot of damage (they're unarmed), but would cause serious problems. The missile tests are also problematic because missiles could be armed and used against nearby countries (again, like South Korea, Japan).

the North Koreans have been attempting to engage the US in unilateral talks regarding their potential covert nuclear activity. The reason for this is to increase the possibility of aid to their country (most likely). The reason for the test and for the overall unwillingness of countries like NK and Iran to give up goals of nuclear arms in the face of pressure from the west is the perceived failure of diplomacy prior to the invasion of Iraq by the US. These countries can use the divisive issue of the war in Iraq as a bargaining chip to gain support of other nations against the US because of their disagreement with our foreign policy. To make a long story short, despite what you might think of the war in Iraq, countries that now pose a threat to us as a nation may use the negative press and public opinion of other nations to force our hand in accepting nuclear proliferation. Hope that helps, and was not non partisan. Good luck.

They are trying to be tough...they don't even have one that can reach us yet...they wouldn't dare fire upon us because there little establishment would be gone in seconds...it's suicide for them. All they have accomplished is scaring us...there is nothing to fear - they don't have the guts to let themselves die
