The fresh water freezes at a higher temperature, and often traps pockets of salt water. But salt water freezes too, when it gets cold enough. Fresh water will freeze at OC, but if water is salty enough it won't freeze until about -20C.

If you partly freeze seawater, which is what happens when icebergs form, the ice contains much less salt than the sea water. A similar process concentrates sugar when you make ice wine.

Icebergs are made of fresh water, that's why some countries are buying them for drinking water.
