They're trying to make this a rather serious website. Of course you're entitled to fun, but Yahoo would also like this to be a valuable resource for many types of people.
What relevance does it have to the world that someone wants to marry you?
What relevance does it have when someone asks how do you hack a computer in the cooking section of Answers?
What relevance does it have when someone states something instead of asking a question or giving an answer?
Like in any situation, without rules there's chaos and a loss of value.
That's my logical opinion and by the way, no I do not work for Yahoo.

It seems to be rising at an alarming rate right now.....and i fear it's only going to get worse.
I think that if they are going to issue violation notices to users, it should be decided by an impartial *panel* of people, not just because some nimrod doesn't like you, or can't accept any opinion but their own, or.....well, you know the kind of people i mean.
And i think that anyone who clicks the "Report Abuse" button should automatically undergo a higher level of scrutiny, especially if they click it on a regular basis. Because i believe a few people are doing the bulk of the reporting.....and no one should be allowed to wield such power for such petty reasons.
If they weeded out the serial reporters.....then the rest of us would enjoy ourselves a lot more when we're here.
Anyway, just my thoughs on this matter.

Read the guidelines. You have fair warning...if you don't follow them, you'll get reported, and Yahoo can issue you a violation. That's the way this works. There are lots of sites for chatting. This isn't one of them.

because yahoo is made up of a bunch of babies that have no lives. so they sit around all day penalizing us for swearing and asking questions that they find inappropriate. it's sad.
