1) Parking brake light not always coming on, or has a slight delay,
when brake is engaged. Sometimes have to do it a second time.
Appears to be working, though. I've drifted back and vehicle stops when engaged.
2) Driver's side seat belt not staying latched. Slips out. Spring appears to be broken. Is this something I could fix myself or does the entire seat belt assembly have to be replaced?

parking brake light: most likely due to switch located on paking brake pedal, seat belt: safety item (don't try to repair, not worth the risk) purchase the buckle end only if sold that way (you don't need the retractor side)

First, the emergency brake light is activated by a switch over the pedal arm. press the pedal the light goes on. if it don't you have a faulty/sticky switch. if the parking brake won't set that means you have a broken cable (most likely) going to the back brakes. The emergency brake is cable activated and works the back brakes only. If the cable is ok, then the problem is in the back drum. If the seatbely is not functioning, replace the side of it that has the mechanical clasp. it is bolted to the floor with a high grade bolt. easy to replace.

Check the one wire on the parking brake and be sure it is on there good. Use a little wd-40 on it. Or the bulb could have a brake in it and intermediately working, seen that before. Now
Replace the latch assemble on the seat. Could be money in it casing it not to work. Not to hard depends on the seat type may have to take it out to replace the latch.
