Some times when you use a plunger the clog is just moved back and forth. To properly use a plunger you use force to push and do not pull back with strength. I suggest you wait until the water level drops and take a five gallon bucket filled with water and pour into the toilet all at once. this is a better method then a plunger. do it two or three times. There is a cheap toll called a toilet auger great tool cheap and easy to use. if you still want to use a plunger get a good one. a good one forces water down the line and again do not pull back with force it only pulls the clog back up

A toilet auger at your local hardware store costs about $7-$15. If it's just a toilet problem, this is an effective solution to make the brown-go-down.

unless you have a regular use for it,it's cheaper to rent one.usually 20 to 30 bucks a day.they are also useful for making omlets.

small hand operated ones cost between 6 and 12 bucks ,i just bought one at lowes that is hand and electric and about 15 long for 19.95. good luck.

Try the plunger again. But this time use a bucket to fill the bowl almost to the top.
Use the plunger to try to suck the "plug" upward.
Evidently it won't PUSH down, but if you dislodge it, it may go down.
