Like any newspaper, a community paper is free to print or not print whatever it wants. If you want to get your message out, you may have to buy an ad. (A newspaper can also refuse to run certain ads, if they fell these may offend their readers.)

News papers have policies and some even have advisory boards.This does present some form of censure which they can do to a point. Besides they are privately owned and may not care to publish what they do not consider unsuitable. The New York Times say it publishes "All the news that's fit to print" That is limiting.

Yes, a local or any paper is privately owned and the owner and/or publisher desides what is printed and what is not printed.

If you want to buy add space to post something, as long as it meets all legal limits, you can do that.

Editorial Control. For example, you can't write "I hate so-and-so" and expect them to print it. That extend to anything that they deem is not an addition to their paper or rude.

Yup, it's there paper, and if they don't think it's news they don't have to print it. maybe You can buy the column inch of the story and have it printed that way.
