Get the residents some job training so they don't work for minimum wage all their life.
If there is a gang, teach the kids in it the the gang might be like family, which is good, but there is more to life than holding onto a turf. Help the gang to find purpose, which can be better than trying to break the gang up.
Get some kind of mentoring program. Not only for the kids, but for the single mothers.
Help track down deadbeat dads.
Get parenting classes. The classes they have now are more like punishment if your kids are running around. Show the parents what they should do before there is trouble.
Get the police into the area on foot patrol so people can get to know them. The police should not be viewed as the bad guys.
Get the payday loans places out of the area. If you don't have money one month for expences, you are not going to have it the next month after you pay the interest on this loan.
Get a class started, maybe at the library on personal finances.

The culture of a slum are in all poor areas not just a particular race causes a slum if you want to do something to change this get involved in the community and do something that will benefit to these areas or donate money to help with the rehabilitation of these areas
