I would have to say a snake, mainly a boa. The only thing is that you would have to feed the snake mice and larger animals as the snake grows; if you cant handle that I would go with an turtle, but make sure you know what kind of turtle you are getting because each species has specific needs and you don't want to buy a turtle that has had its shell painted because the turtle will die.

There's no single good answer to this question.
Frogs are very interesting creatures, and can be fun to observe. However, they don't enjoy being handled, and it's not good for them to be handled frequently.
Turtles are very difficult to care for. They require a lot of space, weekly water changes, live food, and special lights. Most people aren't willing to spend the dozens of hours per week, not to mention the hundreds of dollars, required to take good care of the turtles that they purchased for next to nothing at a flea market.
Lizards vary wildly from one species to the next. There are a few that make good pets for beginning reptile keepers. These are the bearded dragon, the blue-tongued skink, and the leopard gecko. Those three are particularly easy to tame and fairly easy to care for. Keep in mind, though, that skinks and beardies will require fresh salads several times a week, which gets time consuming and can be expensive. With all three, you'll need to be willing to keep and feed out live insects. All lizards require special lighting.
Snakes, in my mind, are the ultimate low-maintenance pets. Once full grown they eat only once every two to three weeks. Infrequent eating means infrequent pooping, which makes them very easy to clean up after. They don't require special lighting. With frequent handling, most snakes can be very docile pets. However, some species are definitely better than others. Corn snakes and king snakes are great choices for beginners. They're hardy, even-tempered, and don't get too large. The downside to snakes is you have to be willing to feed them cute furry things. It's easy to find frozen rodents these days, though. And pre-killed food is the safest way to go.

And... they would be fun to sit in the back yard and watch

None of them are a good pet in the fuzzy, cuddly, friendly sort of way. I say turtle though. They will probably live the longest. I've had plenty of turtles that if you play with them a lot you can get them to take food from your hands.

I suggest a musk turtle or razorback musk. They stay under 6 inches and don't bask often. They can bite, like all turtles, but don't often. No turtle or reptile should be held often because it can stress them out. You can tame them down but you still shouldn't hold them for too long. The common musk needs at least a 20 gallon long tank and the razorback musk needs at least a 30 gallon tank. They can have moderately deep water but don't overdo it. Also, note that the razorback musk is a lot more reserved and shy than the common musk.
