Normally it could be the designer. But it actually is a company that goes around places and looks at the fashion of certain people and decides if they want to market a certain item to people or not.
THIS IS FOR TEENAGERS. I don't actually know what they do for adults.
The only reason that I know this, is because I took a Social Services class and watched a movie about it.

The bigger fashion houses... mostly in Paris. That's where fashion is at least 2 years ahead of the rest of the world. So, really... we're really "not it". Anyway, it also has to do with coordination amongst the cosmetics and advertising companies as they are sisters if not divisions of certain fahsion companies. Another thing: the media... It does a good job on covering celebrities, which, most people want to be like. SOOO... the more we buy, the more they make and the more money it costs...

It's actually decided by one old woman living in Augusta, Maine. She is 93, prefers to live anonymously. But on what's Hot or Not, it is ultimately her decision!
