Yes it is a scam.
If you are feeling civic minded, you should report it as fraud. I notice that the email appears to be "@netscape.net" if that is the case then you should forward the email to the abuse department for Netscape. Note that it would be most useful if you forward the entire email with all of the email headers - you should check the help for your mail tool to find the internet header information, you may need to cut-and-paste it into the forwarded message.
This information may help the ISP shut down the account that is being used in the scam and the internet connection being used to send the messages.

Yes it is a scam..i have got many nigerian lottery scam emails..dont give any information to them.Just delete that.

yup i got this one,,, and about 100 from south america and several ones pleading for money from africa. dont even open them anymore
