The state government couldn't balance a budget and it is apparently against the state's constitution not to have a balanced budget, so state agencies and such have to close down until it is resolved. As the casinos are regulated by the state, they had to close, along with state parks and other government offices.

Unlike some states, the casinos in New Jersey are not run by Indians but, by the state. The casinos in New Jersey are closed because, the government did not balance the budget therefore, they do not have any money. The workers were told that there was a possibility that all of the government facilities including the casinos, construction work and state parks would be shutting. I feel so bad for people who planned their vacation trip to Atlantic City not only can they not gamble but, it has been raining non-stop!
