how do do you find out? do they say at the end of this one, like they do in the olympics? how much in advance can you buy tickets? and lastly...when do the games officaly start?

It will be in South Africa. The FIFA committee that chose the country decided to give it to this country to congratulate the rise of soccer (football) on the continent of Africa. It's the first African country to host the World Cup I think. The committee had announced it some while ago.
Anyway, the stadium for the World Cup hasn't even been picked yet! They have like a list of ten that they have to narrow down, but it's not done yet. So buying advance tickets is not an available option yet. I also thus doubt they would have released the official date, but we can say that it's probably in Summer 2010.

Tunisia, Morocco, Libya, Egypt and South Africa were the five countries that bid to hold the World Cup for 2010. FIFA gave the opportunity to South Africa, which will be the first African country to host the World Cup. The 2010 host announcement was made May 15, 2004.

Accourding to southafrica.info tickets for the 2010 World Cup may be available for sale in 2008.
