You can get a tad bit of a high off of a sharpie, I've used one for a project for a couple hours and I was feeling it. However I wouldn't suggest it, it's chemicals and it will kill brain cells indefinitely. It won't get you high like an acid trip or X, but it will still give a little buzz.

The solvent that is used to carry the pigment is an organic liquid which can displace oxygen in the brain and give you an "oxygen-deprivation buzz". Magic markers are the same way -- there the solvent is xylenes.
Some Sharpies use a mixture of ethanol, ethylene glycol monobutyl ether, and ethylene glycol monoethyl ether as their solvent. Others use a combination of n-butanol, n-propanol, and diacetone alcohol.
Either way, chuffing the fumes may give you a buzz, but it is because you are killing brain cells, which will cathc up with you eventually.

The fumes do something to their brain which damages it.
