Yeah why wouldn't he be able to? He only signed for immunity he shouldn't have any problem being fair.

Define "participate". A judge can never BE a witness at any trial in which he/she is presiding.

However, approving a deal of immunity (usually made by a prosecutor to the witness) is part of the normal exercise of judicial authority and happens all the time.
