I've done this many times, and there are a few things you can do to start with to make the entire process go smoother
First, make a catalogue of ALL your hardware. Motherboard, Network card, Modem, Video card, Harddrive, Sound card, etc. Then go online and download the latest drivers for everything. It's very frustrating wiping your system then finding out someone copied over your network card drivers so you have to run to the library to download a replacement so you can get online.
Second, make a backup of EVERYTHING you want to save. Not just your "my documents" folder, but do an export of your e-mail and address book. Get all the bookmarks you want saved. Go through every program you use, and make sure you know where it saves it's information to. Some programs don't use the my documents folder, and you may lose everything unintentionally.
Third, Make sure you have a copy of every program you want to install. If your brother borrowed your copy of MS Office, make sure you get it back from him.
Once you've got everything backed up and downloaded, put your Operating System CD into the CD-Rom drive, and reboot the machine. If your machine goes through it's boot system and you wind up back at the desktop, then you'll need to go into your BIOS (On MOST machines, you do this by hitting the key when it's doing it's POST (Power on self test. This is all the information that flashes on the screen in the first seconds when you turn your machine on) In the BIOS, there'll be a setting allowing you to change the order that your machine boots in. Set your CD-Rom to boot first. (Every motherboard has a different bios, and many bios do this differently, so there's no real use telling you how when chances are, i'll list the wrong one)
Once your machine boots to the CD, your operating system's scripts will take over, it'll ask you questions, like which harddrive you want to install it to, and do you want to erase the entire harddrive.

Put in the operating system CD (Windows, Mac OS) and restart the computer. The system should say "press any key to boot from CD" if it's windows. If it is Mac the computer should boot off the CD automatically. Now you will begin the process of installing the operating system, which should include a formatting (erasure) of the hard disk, as well as the full operating system installation. Once you finish this process, you have a "fresh start"
