You don't fix it. That is your indicator that the inside of your water heater is filled with calcium carbonate and the entire thing needs to be replaced. I'd just do like RoyHenry there said and cap it as a temp fix until you find a good deal on a new heater. But keep in mind, with all that crap in it, its efficiency is way down and costing you more $$ to operate.

Open it some then tighten again, it might work, if not drain the tank after shutting down the heat, you can install a new one, or remove the Valve stem, and put a new rubber washer on it.

shut gas off the heater, drain water from tank. get new drain unscrew old screw in new turn everything back on

take the valve apart and use thread tape it comes in little white containers and make sure you thread it back on correctly they are very easy to cross thread.
