my boyfriend is going to be towing his friends car is it illigal to do this. in washington?

it is in Washington State towing it about 15-20 minutes away from where it is parked now. my boyfriends friend broke down.

It depends on how you are thinking of towing the vehicle if its on a car dolly or a trailer your fine just pulling with a rope or chain no.
If this doesn't help you check with local law enforcement because they will let you know for sure cause fines can be pricey!

It is illegal to do it with chains, but if you have a tow-bar it is perfectly legal, you can rent one from uhaul if you do not have one.
