That would depend on what file you are trying to Shrink. If you wish to back up pictures and movies, for example, but, not play them on a cd player, you can put them into a zip folder, and then burn the folders to a cd rom. Windows comes with a zip program built in- you just gather all the files , picture, or music on one folder, select all the ones you want, right click, and bring up menu, select send to, and then compressed zip folder.
if its a movie, you may have to use more than one cd to accomplish this. Remember though, it will not work any where but on a cd rom on a computer in that manner.

By zipping it. The win zip software is free and downloadable. You'll need it to unzip the file later or to view it. File compression is another alternative.

i hope you are talking about a media file if yes
then there is a software called nokia media player this software can make your one hour media into just 20 mb and duration will be same as one hour
but software should be of full version
you can not download this from net for free
else for other files you can use winzip10 latest version

Much to my delight, I discovered .ISO and .IMG files which allowed me to compact stuff to half the original size so I could burn to CD's, where ZIP files hardly make any difference to the file size!
Download "MAGICISO" from www.magiciso.com. It's free but you have to pay $30US / $40AU if you want to make files larger than 300MB. It's worth it if you'll use it heaps.
You use the program to both CREATE the files, and to VIEW them from the disk you burn it to (and from the hard drive if you store it there).

try using winzip to compress the file or group of files and then save it on your CD.
