I think that the darleks want to destroy rose so the dr makes out she's dead to them and sends her home for her own safety and he can never see her again

See I knew they couldn't kill her off! She just gets trapped in a parallel world, with no way of returning to this one, therefore in the eyes of this world she is assumed dead.
