The standard is to limit teams to 54 players...some leagues or levels of play will alter that...
My high school team had a limit of 60.
I played for a college that had two teams of 50...
one team was the red shirted option for varsity
the other team was straight JVs
regardless only 11 players on the field at a time.
It doesn't matter much beyond that.
here, in Germany, American football plays by some modified rules of the NCAA...
for a team to play a game - 25 players must be present and suited up - and we use the injured ones too.
We have played a game with only 14 total players.

There's 11 starters on easch side of the ball. Plus special teamers and back-ups there are 53 players on an active roster. And 8-12 on the practice squad.

11 on offense, plus eleven on defense. That's just the starters. I think teams keep 40+ players on their roster.
