Try the California Community Foundation. They represent literally hundreds of small and mid-size foundations that target all sorts of areas. They also have pretty good advisory services that can point you to other places.
My advice is to put together a case for why adding this infrastructure will help your organization in its mission. If the cost was, say ,$350,000 then would it make more sense to spend it on AC/heat than to spend the money on direct services for residents?
Once you have a case then you can start fund-raising. Your best bet is probably to approach your existing major funding sources, at least for some of the funding.
