Generally no. Most people who know that they will cause offence are wanting some sort of reaction. It's always better to think before you say something that you know will cause offence. Unfortunately a lot of people need to grow up and respect the fact that the term "freedom of speech" is not something to hide behind when they just want to cause hurt or embarrassment to other people.

It depends on whether or not you need to offend them. If it helps your cause to shock or offend people, do it. Sometimes people need a big wake-up call to understand certain things. But sometimes, offending people will work against you. So basically, you have to play public relations agent for yourself. If you want to say something offensive, ask yourself if it will work to further your goals or hamper them.

It really depends on what it is. Sometimes, purposly being offensive is needed to get a point across. However, this is usually NOT the best method when it comes to personal beliefs, religion, or politics.
