I believe it means taking or pulling certain coins and saving them, thus taking them out of circulation.

I'm a coin dealer in the Midwest. Frankly, "pulling" doesn't have any special significance that I'm aware of... now, if you mean "culling", that means going through a bunch of coins and sorting out the worst ones and setting them aside. "Pulling" really doesn't mean anything except as it pertains to removing (pulling) coins from a set or from circulation.
