I go to turn it on and it will only after I turn it on and off 60 times. The power button will go green, but the monitor stays blank, and like I said it will go on 1 in 60 times (not an actualy number just a guess) but when I do get it on it works perfect...until I have to turn it off again then I have to go through the process all over.

I assume there is no beep when it fails to turn on?

Open it up and remove all the cards except your memory sticks. Disconnect all the drives.

Turn it on and listen for that POST beep. If it doesn't beep at all, try it again without the memory sticks. If you still get no beeps, then you have a problem with your power supply, motherboard, or CPU. If it beeps (and it won't be the normal beep: it'll complain about no video card, no memory, etc) then start adding things, starting with the memory then the video card, until it stops working again.

That's your culprit.

It could be something as simple as a loose wire inside, the switch is going bad or it could be something much more serious. You shouldn't be turning it off and on over and over like that because you can cause more damage. It would be best to have someone look at it for you.

Sounds like a bad pc part , i'd guess from experience it would be a failing power supply

there could be a problem with the power button connection or the power supply itself

Its the power surge. I had mine fixed with my insurance. This part distributes the power needed in your computer. It needs to be replaced. They told me it is expensive. Lucky me I had insurance.
