Our next door neighbor's kids keep breaking things in our backyard. We have a fence and have even had the cops go over there to talk with them and nothing has helped. The parents refuse to believe it is their kids. What should we do?

Set up a video tape, tape them, and now you got proof. Then call the cops, sounds like the parents are the worst kind to deal with. The kind that think their hellian kids are angels and your the fool. So I would not deal with them anymore just with the police.

I would rent/buy a video camcorder, set it up, catch the little "darlings" on tape, make a copy, give the copy to the parents and tell them the next time the cops and your lawyer get a copy!

set up a camera to catch them in the act and then go to the cops. If that does no good then sue the parents for damages

Have you actually seen them do it?
Catch them on video if possible.Call the cops everytime it happens.Sooner or later somebody will get sick of the visits and something will get done.

Or get some land mines or a pit bull dog.

Actually, "Karl H" above has the right idea. Unfortunately, the law might frown upon such measures. (What a shame.) Sorry, I'd like to offer you the suggestion of burning their g-ddamn house down, but that would be illegal so I won't suggest that.

Set up a video camera that turns on by motion.

Get it on film and the parents and police have to believe it.
you can go to court if you have to, but you probably won't have to, once you have clear evidence.

Take them to small claims court..start by finding out what your property damage is and take it from there
