A dead horse that does not fall, is an issue that no longer has meaning or no one cares about anymore. A dead issue cannot fall, now, can it?

I'm only guessing, but it sounds like "a dead horse that doesn't fall" represents a conflation of two aphorism--don't beat a dead horse/the apple doesn't fall far from the tree. I haven't come across the phrase anywhere in Western lit, and I'm pretty sure dead horses normally fall. ;)

It seems to have a reference to the Trojan Horse'. which brought about the Fall Of Troy but the Wooden Horse (having no life, so considered Dead) stood there inside Troy!

Only living beings can fall when they die. Lifeless things don't fall as they are not alive in the first place.

A horse will fall as they die. Not the wooden or plastic or paper ones!

Only living things can die & fall & not the already dead lifeless things!

I think you could find a perfect real-life example of this at the Roy Rogers Museum.

Trigger, Roy's long-time horse, is stuffed and standing in the museum.

Well, he's DEAD and he is not falling.

It is an expression for something that doesn't matter any more but people are not willing to drop it. It serves no purpose. It is simular to the expression, "Beating a dead horse." In other words, it is like asking what is the point.

It sounds like some kind of riddle as in "What is a dead horse that doesn't fall?"

That's just my theory.

I know "Stop riding a dead horse" means give it up.
Maybe a" dead horse that won't fall" refuses to give up

AAAHHH, what was "Roy Rogers" horses name? Shooter? Or something along those lines,. He's in the "Roy Rogers" Monument !!! Stuffed, stitched, and is actually a Tourist sight now. Trigger? I think that was his name. Trigger? No, it was, ahh,this is really going to bug me, now. But, its his dead horse, standing up and all. I think Roy's wife, wanted him placed next to him in the Museum too, or something to that effect. Kinda sick if you ask me??
