If this is your email account then report it to postmaster@relevant email company ie. postmaster@yahoo.com or postmaster@hotmail.com etc. You can also browse the help of your email provider to see what can be done to perpetrator if you feel strongly about it. Going to police for email hacking shouldnt get you far because they probably dont even take it up as knowing who hacked and proving same are two different things. Open a new account and keep it safe by strong password (numbers and characters).
If we are talking about your bank account having been hacked password changed etc. which I didnt think this was your question, then no doubt you know that you need to contact the bank asap and tell them to close that account and open a new account. The sooner you report this the lesser your losses. Some banks/card issuers insures you in these circumstances that is if you have not willingly disclose your password. Change password AND alter at least one of your personal details in the "yahoo account info", e.g. your ZIP/Postal code: go to options>your account information>edit post code/address. This is because anyone who could answer correctly the following: your yahoo ID, birthday, post code and secret question, could gain access to your mail by going through "forgot your password?" and get a new password. So if your Postal code is, for example NW6 9EX, change to NW5 7NS. HOWEVER, PLEASE REMEMBER IT YOURSELF, BECAUSE IF YOU GET LOCK OUT AGAIN, YOU HAVE TO BE ABLE TO ANSWER CORRECTLY TO GET A NEW PASSWORD.

report it, create a new accnt, and for god sake don't use a word found in the dictionary for a password.

use and alphanumeric password, at least 8 digits or more.

Email yahoo tell them whos done it. If you dont want to get this person in any trouble then just email yahoo and ask how to change your secret question and answer and change it to information that ONLY you know.
