sorry but that is kinda funny from a women's point of view.
honestly they shrink to protect your little swimmers by keeping them up higher they are closer to the correct temp. and as for the clinging, it is probably the material your shorts are made out of.

That's your body's ingenious design at work. Your penis and sac hang outside the body to keep them cool so that sperm won't get killed from the heat. When the matter surrounding them is too cold, they contract toward the body for heat, making them appear smaller. As soon as they warm up, they'll hang out like normal.

Actually you body tries to regulate the temperature of your sperm to keep them healthy. If it's too cold it will bring them closer to your body for warmth. If it hot.........well you get it.
