Why do you want to "serve notice" that you "would like to" submit a small claims suit? Do you think the company will offer you money to settle before you file?
To file a small claims action, you must usually go to the court that has venue, usually the court that serves the area you live in or the company has an office in, complete the form, tender the form to the clerk along with the filing fee. The court will send a notice to the company and to you with the date and time of your hearing. Be sure to show up.

Go the clerk's office and ask for the paperwork to file in Small Claims. The clerks, and oftentimes a legal aid attorney or an attorney fulfilling a pro bono requirement, are available to assist you.
As to serving a company, that will be handled by the Sheriff's Office --- usually for around $30.

to sue a company, you first need to find out what kind of company it is. if it is a sole-proprietorship, you will need to serve the owner, if it is a partnership, you will need to serve one of the partners. if it is a corporation, be sure to get the name and position of the person that you served because you will have to swear an affidavit of service with the court.
not sure what state you're in but try to find the website for the small claim court in your area and the forms should be there along with a guide to the whole small claims procedure.

To add to thy lawyer's answer...keep in mind that most companies have legal counsel or outside counsel and will show up to a small claims hearing with representation. So be prepared!
