Some individuals are legallly blind, but aren't necessacerely totally blind so they may have enough sight to drive.

aw yes but that same atm could be put in a bank, store, or anywhere and there just might be a blind person with an atm card who needs money.

Blind people can drive cars that drive themselves using the navigator systems they have now.
