I can't remember much about this cartoon but I do know it is driving me nuts that I can't figure it out. It was I think four little guys or penguin type guys who lived in a sombrero or something like it. It was a cartoon from the early 80's.

I think that Speedy Gonzalez and his friends went ot a bar that was in a Mexican sombrero. That was a lot earlier than the 80's.
