Oh if I remember correctly: it's not dry lips,... are you talking about the little blister on the top or bottom of his lips??
Not dry, just the rubbing of the bottle, it happens... use Aquaphor or vaseline to protect that spot, but don't worry about it, it goes away....you can even not use anything, it will come and go... my son was a preemie and he had that. I don't know if being preemie had anything to do with it though.
And overall, new babies are crinkley looking, even their lips. As long as he's wetting diapers and drinking appropriately he is fine...
But if you're not sure, you really should ask your doctor - don't they have a 24 hour nurse line?

If he's not dehydrated he should be wetting his diaper every time he eats or so. His lips may be dry because the air is dry or blowing on him. You can probably use lanolin (available with breast feeding supplies) on his lips (call you doctor or doctors nurse it should just take a phone call). If you are nursing him you may want to try pumping to make sure you've got plenty of milk (since it can be hard to tell otherwise). He may have thrush (white coating in the mouth cause by yeast). My son had this, he needed treated for months with some sort of antifungal stuff we swabbed on.

At just about three weeks, many babies develop what's commonly referred to as a nursing blister on their lips ... the lips appear dry and cracked, but it's all part of the process. Not to worry at all. If it's still concerning you when you take the baby for its 6-week checkup, mention it to the doctor then. Just to confirm.
Good luck!

My son's lips were really dry around this age too, although he was breastfed. My doctor said that it's normal and to use the a little of the cream that you can use on yourself for dry and cracked nipples.

It could be the air in your home is dry, especially if you have air conditioning. You can try a humidifier. In the meantime, I agree with the Aquafor tip, just don't use too much.
