First of all, a kitten is not a fish.... Second don't put any solutions in the eye, if she can't afford to go to the vet then have her clean the eye with a warm damp washcloth twice a day and see if that helps. If the eye does not clear up in a few days then go to the vet, it could be a serious eye infection and if left untreated the kitten could lose his eye.
Best of luck!!

Your friend needs to take her cat to the vet. I know that you said there is not the money, but it is part of the responsibility of owning a cat. Don't put anything in the eye without consulting a vet first. If you are still not going to take the cat to the vet, wipe the cats eyes with a warm rag twice a day. Make sure that you use a clean rag each time. The cats eye is most likely scratched and the only way it is going to heal is if you take the cat in and get prescribed eye drops for them. Please take the kitty into the vet.

This sounds weird but try it. Take a cup with a little milk in it and run hot water on the outside of the cup till the milk is warm then take a spoon and get milk form the cup and drip in directly in the cats eye. Do this for 3-4 days and it will be gone.

It may have an infection. Find some money and take it to the vets.

it means the cat has a upper respratory infection, she needs to either take it to the vet or call the pound and ask them if they can just fill a prescription for her, if she doesnt get it treated it will eventually spread to its lungs

ask your local pet store or it may just be allergies at least call a vet and tell them your situation they may let you pay in payments or give you meds for free.
