Many mammals have horns on both the male and female not just the cow, and with alittle research you can find them. many mammals don't have horns at all. think about the question.

I have raised goats and the females have horns as well. We used a paste on a small goat to try dehorn her. One of the horns didn't grow but the other one did. So we had a one horned goat, kind of looked like a unicorn.
There is a picture of her in one of the school annuals. She was an interesting goat and got a lot of attention from people who came to visit and see the goats. They all loved her. Of course she had a neat personality also.

They aren't the only species. Goats and many others have horns on both females and males.
Further not all cattle have horns. Angus and many others who have the polled gene do not have horns, bulls or cows. There are polled individuals in many breeds - herefords, shorthorns etc.
